According to the Rules of Criminal Procedure (RCr 3.02, 3.05, and 8.01), the arraignment of individuals whose case has been submitted directly to the grand jury shall take place within a reasonable time after the return of an indictment.  If you are interested in a case that has been submitted directly to the grand jury, then please contact the court division in which it has been assigned to obtain the time and date of the arraignment.

ARRAIGNMENT

Kenneth Leon Pope, 15CR1906 (Murder, Possession of a Handgun by Convicted Felon, Tampering with Physical Evidence, and Persistent Felony Offender in the Second Degree)

Mr. Pope (DOB 05/12/98) is charged with the July 4, 2015, shooting death of Tyron Jones in the 400 block of South 12th Street. Arraignment occurred on Friday, July 17, in Division Four of the Jefferson Circuit Court. Mr. Pope remains in custody with a bond of $500,000. A pretrial conference has been scheduled for Tuesday, September 1, at 9 a.m. in Division Four of the Jefferson Circuit Court. Mrs. Jennifer Murzyn is the prosecutor.

Charles William Shoulders, 15CR1888 (Murder, Criminal Mischief in the Second Degree and Terroristic Threatening in the Third Degree)

Mr. Shoulders (DOB 3/20/42) is charged with the July 4, 2015 shooting death of his wife, Jaundora Shoulders, in their residence at 925 South 40th Street.  Shoulders is also charged with causing damage to the interview room in LMPD headquarters where he was being held during for interrogation regarding the shooting.  He was arraigned on July 16, 2015 in Division Five of Jefferson Circuit Court where his bond was set at $100,000.00.  A pretrial conference is scheduled for Tuesday, August 11, 2015 at 10:15 a.m.  Molly Stanley is the prosecutor.

Kejuan Diamond Jackson, 15CR1903 (Kidnapping [2 counts], Rape in the First Degree, Sodomy in the First Degree, Burglary in the First Degree, Possession of a Handgun By a Convicted Felon [2 counts], Sexual Abuse in the First Degree, Receiving Stolen Firearm, Assault in the Fourth Degree, Terroristic Threatening in the Third Degree and Persistent Felony Offender in the Second Degree)

Mr. Jackson (DOB 12/28/93) is charged in connection with the home invasion and sexual assaults occurring during the evening of July 8, 2015 and the morning of July 9, 2015 at an apartment located at 2106 Buechel Bank Road.  He is scheduled to be arraigned on Monday, July 20, 2015 at 9:30 a.m. in Division Three of Jefferson Circuit Court.  Chris Foster is the prosecutor.

Phillip Fister, 15CR1884 (Sexual Abuse in the First Degree [2 counts])

Mr. Fister (DOB 11/29/46) is charged in connection with the sexual contact he is alleged to have had with his minor granddaughter between February 5, 2014 and May 4, 2015.  He is scheduled to be arraigned on Monday, July 20, 2015 at 9:30 a.m. in Division Three of Jefferson Circuit Court.  Diane Arnold is the prosecutor.

PRETRIAL CONFERENCE

Mark E. Johnson, 14CR3061  (Burglary In the First Degree (ten counts) and Fraudulent Use of a Stolen Credit Card (two counts)

Mr. Johnson (DOB 01/31/1967) is charged with unlawfully entering private offices in multiple buildings in the Louisville area during daytime hours and stealing purses and wallets belonging to employees of these businesses. His method of operation was to dress as an employee or as someone legitimately in the building in order to blend in and commit the thefts. Kosair Charities, located at 982 Eastern Parkway, was among the locations targeted by the defendant.  These crimes occurred in the Fall of 2014. The defendant fled the jurisdiction after committing these offenses. He was recently arrested in St. Martinville, Louisiana and extradited back to Louisville to be prosecuted.  A pretrial conference is scheduled for Tuesday, July 21, 2015 at 9:00 a.m. in Division Six of Jefferson Circuit Court.   Stacy Greive is the prosecutor.

James Morris, 15CR0411  (Murder, Criminal Attempt Murder)

James Morris (DOB 10/21/98) is charged with Murder and Criminal Attempt Murder in connection with the Murder of Shavon Ross a 16 year old female and Attempted Murder of Keijuan Scott on November 29, 2014 at 657 S. 24th Street.   A pre-trial conference is scheduled for July 21st, 2015 at 11:00 a.m. in Division One of Jefferson Circuit Court.  Shelly Alvey is the prosecutor.

Quintin Lamont Lewis, Larico Lovings, Barry Glenn Morris, and Anu White, 14CR3257 (Murder, Robbery in the First Degree, Tampering with Physical Evidence)

Lewis (DOB 5/31/98), Morris (1/21/99), and White (7/27/96), are charged with the murder and robbery of taxicab driver Mr. Papa Thiam on November 17, 2014.  A fourth co-defendant, Mr. Lovings (DOB 9/9/97), previously entered a guilty plea to Facilitation to Murder and Facilitation to Robbery I and was sentenced to ten years in Department of Juvenile Justice custody.  A pre-trial conference for the remaining three defendants is scheduled July 21, at 1:15 p.m. in Division Five of Jefferson Circuit Court.  Elizabeth Jones Brown is the prosecutor.

Ronshai Jenefor, 15CR0774, (Murder)

Ronshai Jenefor (DOB 1/9/94) is charged with Murder in connection with the stabbing death of Steven Dillard on March 12, 2015 at 8919 Thelma Lane in Jeffersontown, Kentucky.  A pretrial conference is scheduled for July 21, 2015 at 1:00 p.m. in Division Eight of Jefferson Circuit Court. The defense has filed a motion requesting to hearing to determine whether Jenefor is competent to stand trial.  Molly Cassady is the prosecutor.

TRIAL

Jerard Garrett & Billy Richardson, 13CR0744  (BOTH:  Murder, Robbery I)

Mr. Garrett (9/24/1981) and Mr. Richardson (DOB 9/13/1989) are charged with the December 23, 2012, shooting death of Kenneth Forbes, Jr., in a vehicle in the parking lot of the Beverage World located at 4048 Dixie Highway. Trial is scheduled to begin on Monday, July 20 at 1:30 p.m. in Division Two of Jefferson Circuit Court.  Note: this case was previously consolidated with case 13CR0246, and the cases will be tried together. Nick Mudd and Steve Blandford are the prosecutors.

Jerard Garrett & Billy Richardson, 13CR0246  (BOTH: Murder, Robbery I; GARRETT: also Wanton Endangerment I, Persistent Felony Offender I)

Mr. Garrett (9/24/1981) and Mr. Richardson (DOB 9/13/1989) are charged with the murder and robbery of Jaime Young on December 29, 2012. Trial is scheduled to begin on Monday, July 20 at 1:30 p.m. in Division 2 of Jefferson Circuit Court.  Note: this case was previously consolidated with case 13CR0744, and the cases will be tried together.  Nick Mudd and Steve Blandford are the prosecutors.

SENTENCING

Conrai A. Kaballah – 11CR2821  (Murder [2 Counts], Possession of a Handgun by a Convicted Felon, and Tampering with Physical Evidence)

Mr. Kaballah (DOB 2/1/90) was convicted for the August 6, 2008, shooting deaths of Takeisha Huff and Marion Jones in the Sheppard Square housing complex. On March 18, 2015, the jury fixed the sentence for these crimes at life without the possibility of parole for twenty-five years. Formal sentencing is scheduled to occur on July 24, 2015, at 9:00 A.M. in Division One of the Jefferson Circuit Court. Messrs. Ryan Olberding and James Lesousky are the prosecutors.

STATE FUNDS EXPANSION OF ROCKET DOCKET IN JEFFERSON COUNTY COURTS TO FOCUS ON HEROIN CASES

LOUISVILLE, KY — Tom Wine, Commonwealth’s Attorney for Jefferson County, and Mike O’Connell, County Attorney for Jefferson County, announced today that Jefferson County has received a grant from the Kentucky Prosecutor’s Advisory Council to expand Jefferson County’s Rocket Docket program. The $108,000 grant will fund the creation of two Assistant Commonwealth’s Attorney positions to the Rocket Docket program currently serving District and Circuit Courts.

The Rocket Docket program was originally established in 1993 to expedite the handling of certain felony offenses in the Jefferson County courts.  The two new positions will focus on low-level heroin cases.  Prosecutors will make recommendations on those cases taking into account the defendant’s treatment needs and current risk to self as determined by the Louisville Metro Department of Corrections intake evaluations and Pretrial Services evaluations, while at the same time ensuring the protection of the general public.

The grant will help Jefferson County prosecutors address the growing and complex needs associated with heroin addiction and the huge increase in heroin-related arrests. In 2011, there were 190 heroin arrests while in 2014, the last year there were complete records, the Louisville Metro Police Department alone made over 1,500 felony heroin arrests.

Commonwealth’s Attorney Wine stated: “The Heroin Rocket Docket will allow heroin use to be addressed more quickly and effectively than it is at present. The establishment of this program is another example of the continuing cooperative effort of the Jefferson County Attorney and the Jefferson County Commonwealth’s Attorney to address criminal issues affecting our community.”

County Attorney O’Connell added:  “It is clear that heroin is a growing problem for this community and its impact is seen every day in our courtrooms. This effort is a positive step in addressing this scourge – holding people accountable while trying to address treatment needs as well.”

The Heroin Rocket Docket will be operational on August 1, 2015.

Robert Wayne Poppe, John Zachery and Heather Zachery, 15CR1847 (Burglary In the Third Degree [twenty counts against Poppe; fourteen counts against John Zachery; four counts against Heather Zachery] and Persistent Felony Offender in the First Degree [only as to Robert Wayne Poppe])

  • Messrs. Poppe (DOB 1/19/66) and Zachery (DOB 8/4/73), along with Ms. Zachery (9/10/85) are charged in connection with a series of recent burglaries and thefts from local businesses such as Subway, Party City and Feeder’s Supply. These burglaries occurred mainly along Dixie Highway between May 19, 2015 and July 2, 2015. Arraignment is scheduled to occur Monday, July 20, 2015, at 8:30 a.m. in Division One of the Jefferson Circuit Court. Ms. Stacy Greive is the prosecutor.

HEARING

Patrick Griffith,12CR2032, 12CR0006 (Murder, Tampering with Physical Evidence, and Wanton Endangerment in the First Degree [two counts])

  • Messrs. Griffith (DOB 7/4/94) and Tyrone Mack (DOB 08/06/1993) are charged with the November 13, 2011, shooting where they allegedly fired shots into a car occupied by Mr. Stephen Bowan and two other individuals.  Mr. Bowan died as a result of a gunshot wound to the back of his head.  Mr. Griffith is out of custody on a $150,000 property bond. A bond hearing has been scheduled for Monday, July 13, 2015, at 11:00 a.m. in Division Eleven of the Jefferson Circuit Court. The Commonwealth has filed a motion to increase Mr. Griffith’s bond alleging that he has violated the terms of his bond, for the second time in the past six months, by testing positive for Benzodiazepines on June 15, 2015. It is further alleged, that Mr. Griffith has failed to provide proof of continued employment and answer curfew calls during the evenings when he is not supposed to be working. Mr. Mack’s case was previously severed and he will be tried separately. Mr. Nick Mudd and Ms. Cortney Hardin are the prosecutors.

Michael Vernon Hayes, 13CR2996 (Murder, Robbery in the First Degree, and Tampering with Physical Evidence)

  • Mr. Vernon (DOB 12/31/80) is charged with the Robbery and Murder of Mr. Javon Dawson on November 3, 2013. The Commonwealth has filed aggravators to seek the death penalty. A pretrial conference is scheduled for Thursday, July 16, 2015, at 8:30 a.m. in Division Three of the Jefferson Circuit Court. Mr. Nick Mudd is the prosecutor.

Kevin Franklin, 14CR1318  (Murder, Possession of a Handgun by a Convicted Felon, and Tampering With Physical Evidence)

  • Mr. Franklin (DOB 7/31/91) is charged with the murder of Mr. Nicholas Baker. It is alleged that on March 10, 2014, Mr. Franklin approached Mr. Baker, and shot and killed him with a handgun. Mr. Franklin then fled the scene of the crime and hid the weapon to prevent its recovery. A pretrial conference is scheduled for Thursday, July 16, 2015, at 9:45 a.m. in Division Thirteen of the Jefferson Circuit Court. Mr. Nick Mudd is the prosecutor.

Jurmaine Henderson, 15CR0936 (Murder, Failure to Stop and Render Aid/Assistance, Wanton Endangerment in the First Degree [3 counts], Operating a Motor Vehicle Without an Operator’s License, Failure to Produce Insurance Card, Operating a Motor Vehicle Under the Influence of Intoxicants- First offense [Aggravated Circumstances], Improper Turn, and Failure to Secure Child in Child Restraint Device [2 counts])

  • Mr. Henderson (DOB 7/3/79) is charged in connection with the March 21, 2015, collision in the 3900 block of 7th Street Road that resulted in the death of James Walker, III and risk of death or serious physical to three other people, including two children.  A pretrial conference is scheduled for Monday, July 13, at 9:30 a.m. in Division Ten of the Jefferson Circuit Court.  Ms. Jennifer Murzyn is the prosecutor.

Shawn Coogle, 15CR1564 (Murder, Assault in the First Degree [3 counts], Wanton Endangerment in the First Degree [3 counts], Criminal Mischief in the First Degree)

  • Mr. Coogle (DOB 9/15/82) is charged in connection with the May 17, 2014, collision on Terry Road that resulted in the death of seven-year old Ella Ralph and serious physical injuries to three other victims. A bond hearing is scheduled for Monday, July 13, at 9:30 a.m. in Division Six of the Jefferson Circuit Court. Ms. Jennifer Murzyn is the prosecutor.

TRIAL

Scott Quisenberry, 13CR2226/14CR1614  (Rape in the Second Degree, Rape in the Third Degree [2 counts], and Sodomy in the Second Degree [4 counts])

  • Mr. Quisenberry (DOB 10/4/58) is charged with the above listed offenses due to his relationship with one of his former students from the time she was twelve years old until she was fifteen years old. A trial is ongoing in Division Seven of Jefferson Circuit Court. Ms. Alicia Gomez and Mr. Mark Miller are the prosecutors.

Gilbert Renfro, 14CR1285 (Burglary in the Third Degree, Persistent Felony Offender in the Second Degree)

  • Mr. Renfro (DOB 3/3/80) is charged with breaking into a garage located at 6620 Dutschke Road, on August 23, 2013. A trial is tentatively scheduled for July 15, 2015, at 10:30 a.m. in Division Three of the Jefferson Circuit Court. Jennifer Murzyn is the prosecutor.

SENTENCING

Dayarick Devon Booker, 13CR3130 (Robbery in the First Degree)

  • Mr. Booker (DOB 4/25/97) was convicted at trial of the October 29, 2012, robbery of Ms. Tera Lindsey, which culminated in another suspect shooting and killing Ms. Lindsey’s companion Ms. Cynthia Johnson. The jury recommended a penalty of twelve years. Formal sentencing is scheduled for Friday, July 17, 2015, at 9:45 a.m. in Division Eleven of the Jefferson Circuit Court. Ms. Elizabeth Jones Brown is the prosecutor.
